Revised Tariff Rules for U.S. Imports of Steel and Aluminum Products

Tariff rates increase.

On June 3, 2025, the U.S. President announced a new proclamation adjusting imports of aluminum and steel into the United States under Section 232 of the Trade Expansion Act. This increases tariffs on certain aluminum and steel articles and their derivatives from the European Union from 25% to 50% ad valorem, effective at 12:01 AM Eastern Daylight Time on June 4, 2025, without any in-transit exemption. 

The number of HTS-codes (Harmonized Tariff Schedule) allowing the reporting of partial steel/ aluminum content has increased dramatically. That is, every steel derivate listed under 99038191 and every steel and steel derivative article classified in Chapter 73 – regardless of the Chapter 99 heading – can now be reported as partial content. Also, every aluminum derivative listed under 99038508 and every aluminum and aluminum derivative article classified in Chapter 76 – regardless of the Chapter 99 heading - can now be reported as partial content.

As of June 6, 2025, for entries with partial steel/aluminum content, the non-steel/non-aluminum content is subject to IEEPA (International Emergency Economic Powers Act) reciprocal tariffs.
